This happens when the Recipient list admin control "Require all new recipient lists to be private" is checked. When unchecked the private check box in the address book search re-appears after doing a refresh of the browser.

Georgi reported this issue but, in my testing, I found lots of results in the admin when I search for "Charlotte". I see many options from the shipping screen search as well. We need more information regarding the issue that is being reported.

Cost Centers are enabled by location, we need to provide JPMC details regarding how this happens.
