Switching to Multiple recipients on create shipping label page turns on the international "info message" even if no international address is selected.

If you load the Create Shipping Labels page, it will come up as Single recipient by default, and no international info message in the Packaging section. This is correct. Then if you click on the Multiple recipient button, the international info message immediately appears. This is incorrect, because no international recipient has been selected. See screenshot. It stays up even if you lead a recipient list that has no international addresses.
