For international UPS shipments on PSE, no 4x6 printing option with label and invoice separated

JPMC reported that when they are printing international labels with UPS, they only get a 8.5 x 11 option with the label and the commerical invoice combined. There is no 4x6 option which splits them up. Also cannot control label rotation. See George Barsi for more info... he understands this issue.

    We are now able to generate DHL 4x8 PDF labels in Ship Orders, whcih was not supported before. Still working on other carriers.
