Presets do not save or load International Shipment details and contents.

In testing I created an international shipment to Georgi with all of the international fields set including content, terms of sale etc, and then saved it instead of printing it. When I pull it up none of the international fields are set. I tried a second time with the Preset editor and found none of the fields that are not populated are not shown in the editor.
