Last Friday the DHL Test account was removed since it was just there to facilitate testing while DHL accounts were being setup. Following that 1 or more locations have been seeing DHL rates for domestic shipments. JPMC does not want DHL domestic services offered.

Just wanted to provide additional feedback upon reviewing the vendor response.
The domestic service will always return a book rate even if an account number is passed in the rate request. If the account number is not coded for domestic rates it will default and provide book rates instead. That being said when we certified the Pitney software we advised that the Domestic Express product itself should never be displayed to US users as a result of the above statement.
They should have the product disabled itself. If you have any questions let me know. I am available to hop on a conference call also with the Pitney team as well if needed.

I have found that the account that was being used for the test account belongs to one of the Chase Newark NJ locations does not have the domestic rates and the Tampa FL account does have domestic rates. I have informed Kevin @ Chase of this fact, and he is going to speak with the person @Chase responsible for the DHL account management. It is not clear if any of the other DHL accounts have domestic rates like the Tampa FL account.
