For non-document shipments the International Shipment Contents if you do not include contents matching the declared value set when selecting the Carrier & Service and Insurance the user receives the error message "Shipment Insurance cannot be more than the total value of the customs items. Please adjust total customs items value."
This appears to ensure that the user does not over insure the shipment.
Interestingly documents only shipments do not do this. It allows insurance for any amount without issue even if you change the value of the documents only item.
At this point Georgi, Kevin, and team need to determine if international documents only shipments should be insured for more than $1. Or if financial instruments which would have a value greater than $1.00 should be shipped via a method other than documents only.
We need more to evaluate this issue. Please provide more description and screen shot. Alternately we can setup a call to review and I can document the issue.
