Multi-Recipient rate shop prices should be JPMC's negotiated rates, not retail rates

JPMC's needs to see their actual, negotiated carrier rates in the rate shop, not retail.

Note: this is separate from CIS-I-242, which is about the sort order of the multi-recipient rate shop results. Getting the rates right is higher priority.

    Closed per JPMC UAT meeting on 6/27/2024... but we are adding a new item to cover users being able to edit the global packaging list.
