Global (non-private) My Packaging records should be able to be protected from editing by general users

JPMC wants their global packaging list (i.e. non-private My Packaging entries) to protected from editing by general users. At JPMC, if a support engineer creates a non-private Package general users should not be able to edit it. But this behavior should probably be controlled at an administrative level because other enterprises might want to use their packaging list differently.
