As reported by JPMC:
Have an issue when sending Doc only to Canada. Seems the AES option defaults to 30.37a for FedEx but only 30.36 will work for Canada shipments. Can you review?
Also, on the print options it has the option for Certificate of origin, but its not required for doc only shipments.

Issue still exist. Tested today.
I re-tested this issue. FedEx does generate an error with the AES exemption code 30.37(a) but does process with exemption code 30.36. UPS does not generate the error with either code, and DHL processes without any exemption code. UPS and FedEx do have controls showing to change the exemption code, where DHL does not.
JPMC wants logic added to set exemption code 30.36 for shipments to Canada to avoid the error from FedEx and any customs issues.
I tested this for UPS, FedEx, DHL initially.
I found that UPS and DHL clearly show they have set the AES exemption to 30.37(a), but also have an option to change the value set.
I found DHL does not show AES exemption or terms of sale, and there is no control to set it.
In all 3 cases I was able to process transactions without modifying any values and without any error.
I am not 100% sure if AES exemption codes or Terms of Sale apply to documents only shipments the way we are flagging them.
