Ship Orders V3 Import Orders UI actions are unnecessarily complicated

See attached image. In order to import orders in the Ship Orders V3 screen the user has to click on the drop down and then Upload File. Why would you not want to have this as the primary option instead of Create Shipment, which moves the user out of Ship Orders V3.
