Both Russia and Belarus in MyDHL+ are warning shipments are suspended.
shipping to/within Russia is temporarily suspended. DHL does not not accept shipments to Belarus until further notice.
PB allows us to create a shipping label for Russia with no warning that shipping to/within Russia is temporarily suspended.
PB does NOT allow the rates to be selected for Belarus, resulting with inability to create a shipping label.

Per PB Team discard
We discussed with Georgi and the JP Team, that PB can provide an error that is generated from carrier end when the create shipment API is called but if the carrier does not decline it we will let the user create a label. Currently, PB does not test for EMBARGOs, so this can not be handled on the PB end, they will put it internally by providing instructions to users that shipment should not be shipped to certain countries, they will also use messaging broadcasting to convey this to the users—merging it with a broadcast messaging ticket and marking this as duplicate.

JPM in SendPro UAT it allowed us to create a shipping label to Russia - which should not be the case
