Allow package-level content description for multipiece shipments

In PSE, unlike SPE, the shipment contents for a multipiece shipment can only be entered at the shipment level, not at the package level. Adding the ability to enter package contents for each package in the shipment could avoid customs issues, insurance claim issues, etc.
