Inconsistent address book sort order

The address book does not sort consistently. Whether it is being loaded from the shipping label creation page or in the dedicated address book page, sometimes it sorts with special characters first, and sometimes it sorts with the letter A first. In the attached screenshots, I opened the address book from the shipping label page, took screenshot 1, closed and reopened it a few times and soon I got screenshot 2. Different sort order, which confuses users and makes it seem like addresses are missing/unreliable.
