Question: JPMC would like to know how much effort it would take to remove Create Ship Request for some users

JPMC feels that for casual users the difference between Create Shipping Label and Create Ship Request is not clear, and that most users will not need to make a Ship Request. So they are wondering how much effort it would take to remove the Ship Request option for certain users (maybe a certain role, or certain locations, or certain individuals). Ideally they would like to remove the Create Ship Request "button" and image from the Shipping home screen. Right now the question is just "how much work would this be?" -- Can this be done with little effort in a sprint or two? Or is this a two or three months effort? Or is this a two or three quarter effort?
