Merge JPMC Shipping and Locker subscriptions

Currently JPMC Lockers and Shipping are on separate subscriptions. They need to be merged into a single subscription to avoid confusion, provide a consistent login experience for locker users, and get all data into analytics.

    JPMC Locker subscription contains the USPS meters as well. Those must be migrated as part of the Package locker subscription.
