As discussed during last demo with Nivisha, we need ability to select Shipment type while creating shipment labels.
There are time we use packaging as a box for document type shipments because number of documents are more.
As discussed during last demo the moment we select package type as box then shipment gets converted to non-doc shipment and rates changes.
Shipment type and Packaging are 2 different things needs to be handled separately.
So we need drop down to select shipment type as doc or non doc on which rate and custom invoice option comes.

The verbiage has been added - When user selects non documents, we need a text message to be displayed.
