Add the ability to filter by location in Manage Ship Requests Screen

As a user in the Mailroom with Enterprise admin access, while I need the functionality to see all ship requests from any location, I may only primarily deal with ship requests from the specific location that I am assigned to.

Without losing the functionality to see all shipments through Enterprise admin access, I would like the ability to filter ship requests on the Manage Ship Orders screen based on the location from which they are created (requesting users location).

I would also like the ability to have the option to set which location the filter is defaulted to - or no default at all as well.
